Shared Governance

The Peabody Conservatory is managed by two interacting systems: the administrative system and the faculty governancesystem. Most decisions that directly affect students are made by the standing committees of the Faculty Assembly.

The Assembly operates independently; its standing committees (the Undergraduate, Graduate and DMACommittees) are co-chaired by an elected faculty representative and the Associate Dean for Academic Affairs. Some decisions are also made by the Council of Chairs: a group of department chairpersons in committee with the Dean and Director.

The Council of Chairs is one of two committees where the two systems interact. The other integrative committee is the Academic Council. The President of the University is the titular head of the Academic Council, but the Provost often presides over the actual meetings. The Academic Council is comprised of administrative leadership, the officers of the Assembly, and the faculty co-chairs of each standing committee. Two additional at-large members of the faculty are also elected by the Assembly.

Faculty Governance

The Faculty Assembly

Chair, Vice Chair, and Secretary elected by vote of the entire faculty.

The purpose of the Assembly is to provide faculty representation in the conduct of Conservatory affairs and to act in an advisory capacity to the administration of the Conservatory (Faculty Assembly Constitution, Article II). The Assembly also elects the members of the standing committees and appoints representatives for the Academic Council.

The Faculty Assembly was formed in 1977.

The Undergraduate Committee

The associate dean for academic affairs co-chairs with a faculty co-chair, elected by the seated committee.

The Undergraduate Committee oversees the undergraduate programs, including the Bachelor of Music and Performer's Certificate. It advises the faculty and administration on matters including: undergraduate curricula; requirements for graduation; examinations, juries, and recitals; academic standing; undergraduate admissions; scholarships and awards; and matters of coordination between the various undergraduate programs [FAC, Article V.1].

The Undergraduate Committee meets monthly during the academic year. The Undergraduate Committee is involved with the academic welfare of many undergraduate students on an individual basis through its work of monitoring the progress of students who experience academic difficulties, and making appropriate recommendations.

The Undergraduate Committee has been meeting under the auspices of the Assembly since 1989.

While not provided for in the Faculty Assembly By-Laws, it has become customary for the associate dean for student affairs and the registrar to attend.The meeting is minuted by the academic program coordinator.

The Graduate Committee

The associate dean for academic affairs co-chairs with a faculty co-chair, elected by the seated committee.

The Graduate Committee oversees the non-doctoral graduate programs, including the Masters in Music, the Graduate Performance Diploma, the Artist Diploma, and the Master of Arts in Recording and Acoustics. It advises the faculty and administration on matters including: graduate curricula; requirements for graduation; examinations and recitals; academic standing; graduate admissions, scholarships, assistantships, and awards [FAC, Article V.2].

The Graduate Committee has been meeting under the auspices of the Assembly since 1989.

While not provided for in the Faculty Assembly By-Laws, it has become customary for the associate dean for student affairs and the registrar to attend.The meeting is minuted by the academic program coordinator.

The DMA Committee

The associate dean for academic affairs co-chairs with a faculty co-chair, elected by the seated committee.

The DMA committee oversees the Doctor in Musical Arts program. It advises the faculty and the administration on matters including: doctoral curricula; requirements for the degree: examinations and recitals; academic standing; admissions, scholarships, assistantships and awards; and lecture-recital essays and dissertations [FAC, Article V.3].

The DMA Committee has been meeting under the auspices of the Assembly since 2001.

The meeting is minuted by the academic program coordinator.

Faculty/Administrative Governance

Academic Council

The President of the University, presiding

The Academic Council is the principal oversight body recognized by the University in each division. Its primary function is the maintenance and improvement of academic standards, exercised through the approval of appointments, the conduct of regular departmental reviews, study of proposed new degree programs, and consultation on all administrative policies having a potential impact on academic quality.The President of The Johns Hopkins University is the permanent Chairman of the Academic Council. The Provost of the University will preside in the absence of the President [FAC Article VIII].

The Academic Council has been meeting regularly since 1983.

The Council of Chairs

Dean of the Conservatory, presiding.

The Council of Chairs is the primary deliberative body for carrying on direct discussions between faculty and administration on philosophy, policy, and planning. Its function in no way supersedes the functions of the Faculty Assembly, the Academic Council, and the Graduate and Undergraduate Committees [FAC Article XIV].

The Council of Chairs has been meeting regularly since 1997.
